Tailoring Guides are wrong

Tailoring Guides in this site say to craft short pants until you reach 40 real skill. I have 36.9 real skill now, and I have %100 success chance to craft short pants, I am not gaining any skill.

Here is what is needs to be:
SHOWN shown SHOWN SHOWN SHOWN skill:
30-40=short pants
40-53.9=fancy dress
53.9-74.6=robes
74.6-99.6=oil cloths
99.6-100= studded leather gorget
