No, they will be re-introduced like they are for this year's scavenger hunt. Telamon has a policy for reintroducing rares if they fall below a certain number. Scuba gonna make bank regardless.
The clothing in the scavenger hunt room are donated items though. They may be 'reintroduced' via donations by other players, but items will not be created by staff etc. With the small number of players during the time of release, as well as the amount of players who have quit over a period of 5 years, these are definitely a gem to own.
The plan has always been for these hues to be exclusive to the year that they were released. The items in the prize room this year were donated by Upgrayedd and/or Treasureman (not a re-release). Telamon has mentioned other times in the past that these colors won't be released again. (Free bump for the best hue!)

Also was thinking... somebody mentioned this stuff being given out... no blue 1st anni marked robes there. I have a feeling this will go for more than 5.5 in the end
