If you will notice, the BO price is 650k...(that is the buyout price, the price to own the property outright without having to bid) the SB (starting bid) is deed +150k (this is the the price someone can bid and possibly win this auction and this property. The reason for the higher BO (buyout price) is to encourage bidding from the SB and to give someone who might want this property an option to instantly win.
