Correct me if I'm wrong anybody, but isn't this just a starting lantern that anyone creating a new player has a chance at getting? I've seen several people standing at banks holding newbied lanterns just like it before.
You get this on all toons made at least i have made recently. I have one on each my chars so if they are rare im loaded. I personally love them on my anti pk mage char for spell canceling. Idk if its mining but most my starter chars started with that skill and they all have newbie lanterns
