    I thought decoded maps could only be dug up by the decoder.

    Negative, anyone can dig up a decoded map. However, maps can only be decoded once and thus these are not useful for anyone working carto.

    Anyone can go and dig these up, regardless of template. All you need is magery to magic unlock/telekinesis the treasure chest.
