    You fizzled not due to a magery fail, but due to you/razor doing another action which interrupted it.

    Did you have something equiped in your hand?

    Mechanically you CANNOT fizzle a 1st circle spell with GM magery.

    You targeted an invalid target most likely, spells will fizzle if you target something you shouldn't...used to happen all the time when you targeted a spellbook before it was patched in.

    I've fizzled on recalls before at 100 but it seemed like it had something to do with razor.

    When you log into a client (assuming you have an object delay set), it will attempt to open all the containers that you had previously opened when the client closed, this even extends to the bank box.

    If you have multiple containers, this process can take a little while, so if you try to cast a spell in the first moments of logging in, it will likely fail.
