Try resyncing your client by opening your paperdoll. You can set resync to a hotkey as well via razor, space works well for me.
oddly odd how many instances of the ultima online files are on your computer? is razor pointing to the correct client? odd question, do you see more unclothed players than usual lately?
Only one instance. Yes Razor is pointing at the correct client. I've only this client installed on my PC. Nope, I only see dressed people.. Wait a minute why I'm on Magincia? Why the game didn't give me the city choice? Is it random? Maybe I finally understand why I can't climb those stairs and pass through that tree canopy.. Is it allowed to go to Magincia Parliament island through those bridges? If not I can understand why.

The Magincia Parliament won't let you pass through because it's a faction base. Only factioners can pass that barrier. As for tree canopies I don't know.
