i cant open runebooks even when standing right next to them
i cant provo monsters even when standing right next to them

i just downloaded and installed from this site whats the deal

You can only use locked down runebooks in public houses

I'm taking a wild guess that if you just downloaded the client, you don't have enough skill to Provo much of anything.

Provo is a skill you need to gain along with music to use it. Different monsters are different difficulty levels
