Launcher cannot finish the download/install

I am trying to install the renaissance shard on my secondary laptop which I used to play on this shard with a few years back, so that my son can play with me now. The initial download works just fine but when I go to do the full download/install, it usually stops around 67% and doesn't budge. Any recommendations?

If you are on Windows 7 there is a fix for that. Better ask @Chris or @Quick

It runs windows 10. I've been working with them to try to figure it out.
