I am pleased with the current and first lotto in town so I have decided to make my own. It's very simple, there are currently 14 boxes on the vendor and three of them contain checks for 15k, the boxes are priced at 5k ea. I intend to use the profits from my lotto to do nothing but improve my lotto and prizes! The vendor is west/southwest of the Yew moongate, picture attached! Enjoy! I know the prices and odds are not that great but the intention is to keep the 5k per box price static while increasing both the value and amount of prizes.
