Me and a friend were trying to duel in the arena. I enabled custom rules with every spell etc ticked on. During the duel we were unable to use the Poison spell on each other. Some system message about "Not being able to use this under the protection of town/guards". Is this working as intended or a bug? I hope it's a bug, I'm pretty used to being able to poison people in the arena on other shard I've played. If it's intentionally then that's fair enough.
