This is nothing major and maybe not even a bug, I forgot how it's handled on live but I could have sworn that you get a message when the item you are applying fort powder to is at "max durability." In any case, there is no message, you just don't waste any charges (which is good).
I thought the power was supposed to both repair the item to max durability, and raise it's max HPs as well? Can you only apply it once to an item for the increase in HPs ability?
The way I understand it works is as follows: Item has 180/190 durability, 180 current/190 max. Applying fort powder 3 times to the item produces 200/210 as the new current/max durability. I believe the "repair" with fort powder only applies if the weapon is already below max durability and won't "repair" once the item reaches max durability. So If you have a weapon that is 100/225 fort powder shouldn't work?
Each use of the powder of fortification yields a +10/+10 increase the hits & max-hits of an item (durability). The maximum durability for any one item is 255/255. If an item is already at maximum durability, using the powder will only increase the hits value by +10, while the max-hits value will remain at 255.
If one uses PoF to increase a weapon or piece of armor's hp/dur to 255/255, how does that impact the detriment to function over the course of wear? If my axe has a standard durability of 55, and the HP drops to around 30, the weapon is doing less damage as a result. If I buff it to 255, does the bar stay the same and I really won't notice detriment to function until it's below 55 again? If so, I think this is a great boon to all you slayer weilders out there. I know we rocked LLs for a single night with two dexxers and a bard and both silver weapons needed repair in relatively short order.
I shouldn't speak since I'm not 100% sure, but I think it has to be based on a percentage, since weapons themselves spawn with a very wide range of HPs in some cases.
