I was going to call this 2 runebook bugs in one, but I'm not sure if getting the message is a bug or not because I don't seem to be experiencing it with other runebooks. What is obviously incorrect is the message itself.
By design, runebooks locked down in a private house should produce "This is too far away" to anyone not friended. To make them accessible to the public, make the whole house public.
I would think it more appropriate to have a "You are not allowed to access this" or something similar. The use of "to" where it should be "too" is what Atraxi is on with this bug report though. In either case, it should be spelled correctly.
Thanks for the report, I will get this resolved. And Blaise is correct, it should be an inaccessible message. The problem this was designed to fix was runebooks being used through house walls, ergo the "far away" message.
While we're at it, what is up with moving a runebook while you have any runebook open on your screen? I confirmed recently that this is not the case on 'other' shards and I'm curious what the purpose of this might be.
This is a default feature & I honestly have no idea why it's like that. I don't believe there is any reason why it has intentionally been left in place.
