I am not using a charge, I am simply recalling on a rune inside my runebook... The "Runebook still needs time to recharge" message pops up. This wasn't in UO around this time I'm pretty sure.. recharge timer wasn't until AoS with the faster castings and etc came into play. I could be wrong but I remember this.
If you have one rune in the book you use most often you can set it as default and just use your recall shortcut on the book as if it was a rune. This will allow you to recall or retry the recall without the long and annoying pause.
The recharge is an annoyance at most. Makes reagent buying kind of a pain, but I don't see any major problems with it. But I understand the frustration in relation to it.
Sometimes it can be fairly annoying when trying to gate from a runebook. At GM magery I've managed to fail gate 11 times in a row, and out of a runebook having to wait ~5 secs each time is a little annoying ;/
Six, if you set the location you want to gate to as default you can target the book after casting gate travel and you don't need to wait for a recharge. The recharge only happens when you open the book and recall or gate by clicking the icon inside.

Definetely was NOT part of UO:R. I played the game from UO:R into AOS and this was an AOS stupid thing.
Runebooks are not blessed and will fall to your corpse if you should die with any on your person. They do weigh 0 stones however and cannot be directly stolen, they are only an eligible target of a random steal.
