No, but you can buy a rulebook bless deed for 250 plat. Join IRC, hell of a lot easier and faster to ask questions.
Until you can afford a runebook bless deed, keep your runebooks in your bank and a single rune on your char. Wont lose them but will still have easy access to them. There are also several public rune libraries that's just a quick run from various banks.
