When smith's hammer is equipped in a sparring session, it tries to raise wrestling instead of macing skill. Does the s.hammer have double skills or is there something buggy ?
Smith hammers should raise macing, I remember this always being the first weapon I used to raise maces due to the low dmg/not terrible speed. If you're still looking fo a weapon though, I have a lot of spare wands which are great for raising macing.
