Total noob to IRC

IRC noob here. Everyone here seems to communicate via IRC and I have never used it prior. I downloaded mIRC and seemed to have screwed up the basics. I cant find anyone by their user name. What server am I suppose to connect to/ What are the initial settings. Any help would be appreciated.

I am getting this error whenever I go to the web IRC now : "Flash policy problem. If you are the server owner, please read http://redmine.lightirc.com/projects/lightirc/wiki/Flash_Policy_setup_instructions. You need to install a flash policy daemon at irc.chat4all.org (port 843)."

Clicking the link yields a "bad gateway" error. Anyone else seeing this? Happens to me on both Safari and Chrome.
