Yes. I just tested it out. So long as the target that the archer is aiming at is in far enough away from the balcony, an archer can hit them. As soon as the target gets next to the house (or on the steps of the house) it becomes unhitable with an archer. However, I highly suspect that if the home owner were to install one of those craftable ladders onto the balcony, it would greatly increase the ability of an archer to hit targets in more positions. In this picture below, I am testing out archery from the patio. I equiped a bow and made my nightmare the guinea pig. He was not happy. The arrows on the ground give an indication of where a few of my shots landed.
