There are no perfect timers on UOR. Rares will spawn at different days and hours within a window of time each spawn. I've gotten the last 3 mushrooms, and don't have an exact timer. I know the window (as others do), and that gives me an edge, but you can't peg these things down like this here. You can however, use the database to narrow the timeframe down (which days it is likely to spawn) and do most of your AMIBs then I would imagine.
Do they spawn at different times throughout the day too? For instance, if Cynic gets up and plays a 7 am EST before anyone else thinks of doing an AMIB would he get it everytime?
Any time over the course of a week is a lot of opportunities. It's random so that everyone has a chance. Yes, different times.
It should be noted that I ran 3 green AMiBs this week because the net spawned 6 days later than normal.
I started my work week tonight. I'm home around 3am est or I'll be online around 11am est when I wake up. If you can't make those times please let me know and I'll have someone else conduct the trade in my absence.
