Modding .MUL files

Anyone able to give me some insight on this? Not looking to get all tree stumps just smaller dragons. Thanks in advance.

Why isn't tree hack and mini dragons illegal? Would there be no way of enforcing the rule?

As far as I'm concerned there is a lot more pressing matters that need attention on this server than mini dragons and tree stumps instead of trees. So I use what I can to my advantage and move on.

As far as enforcing it? No idea no impact.
