So carry 40, carry 60 and split your healing and refresh and str potions.

lol, I think you're missing the point. Without potion stacking it's entirely unreasonable to carry more than about 100 potions on you because of the limited pack space.
I personally carry no fewer than 30 cures on most of my combative templates and generally over 100 potions (total) on my dexxers that otherwise would never have that kind of inventory space.
