From what I understood is that only the decoder could dig maps for anything over level 1

Nope, confirmed that you can dig decoded maps as long as you have the Carto skill. I will offer a refund if that proves untrue, but seeing as I've tested it myself (and with Telamon), I feel comfortable saying it's true.

No idea how it works now, but prior to this last patch, you got this message:

OK, I'll go dig one tonight to confirm. Spoke to Telamon in chat the other night about the fact they don't go back to tattered in 30 days and his response was that it was because anyone with the skill can dig them. I will confirm tonight, though.

This is confirmed working. I made a new character, took them to one of the spots for these maps, and started digging it up. No error. I cancelled it before the chest fully appeared. If the winning bidder likes, I will give them one of the Lvl 2's to go do to confirm it works before the final purchase.
