I wouldn't be opposed to it so long as you mean requiring scroll-charges in the book to do so. You already have some level of success recalling from a scroll with 0 Magery, it wouldn't ruin the game to allow 100% success when using a resource in a book, in my opinion.
As long as it doesn't involve a great deal of coding, I can't see how this would have an adverse affect on game play, so yes. Not a bad idea
No. Everything has it's trade off. You want something, you have to invest something. And in this case, 100% recall success has its need of 50.1 magery in combination with scrolls.
Provo dexxers for instance ironman typically have 0 magery, and I would enjoy having 100% recall success while playing him, it's a real burden to have to click that scroll 40x while holding last target
I disagree. To read a scroll successfully you should have some level of magery. http://www.uorenaissance.com/info/Magery Consider someone with no electrical engineering experience reading plans. They wouldn't know symbols, etc. However someone with elementary knowledge would understand the basics of the plans.
I would enjoy it because it is a convenience to me, but I don't think it is very UO accurate. I mean the server is "History Perfected," but I really think it needs to be looked at from a balance perspective. Why not raise the total skill cap by 33(100% success with recall.) Being able to only 6x a dexxer then have a little magery and 70 of another skill, or not gming a few things and having to balanced skills doesn't exactly compare to a 7x mage. By increasing this cap by 33. It would allow dexers to 7x+magery. While also giving any other class some sort of small buff as well. Another alternative would be to no longer link recall to magery. Instead link recall to spirit speak causing all classes to need a 33 skill. As far as the explanation behind this skill, say, "You commune with the spirits and they allow to you travel instantly across the plains of trammel" or something like this. This would give global balance to all classes, because the reality is, having magery linked to recall is a signifigant advantage to the classes that use magery already as their combat skill. The only problem with this is the gate spell, it would be unreasonable to require a higher spirit speak than this because of how many skill points it would take. So instead it would require a combination of the current skill needed in magery, and the 33 spirit speak needed to be able to gate. It could say something like "You cause a temporary rift in the spirit world of trammel that allows you to travel unharmed." Oh I voted yes. 70 hiding sux just let me gm it. Also I on OSI weren't runebooks always blessed or was this changed before our era.
There are plenty: Pure bards Thief dexxers Dex trackers I do not support this change, as I know it's a pain in the ass to click the recall scroll 30 times, but as BlackEye stated, there is a give and take. I'd rather click the 30 times than give up 20 points in tracking or hiding. If you really want to stop, drop something for a few points in magery..... get creative. Also, Zyler's argument is spot on:

No. Once I suggested "100% chance of copying house keys while in a house you own with 0% Tinkering", something that I feel is far less intrusive (even less intrusive than 100% DH with door status with 0% DH in a house you are only friend) than this proposal and got rekt on #Renaissance. So, let's keep the coherence.
To me, this shard seems to be a tamer's and mage's paradise. I am completely for making transportation of non mage/taming characters easier to get around the world. I would rather restock a rune book on occasion with recall scrolls then have to continuously re-click a scroll 30 times just to achieve in getting somewhere. I would also rather not spend skill points in magery when I really dislike that playstyle. As an addition to this idea, can we also make it 100% fizzle proof to get around with gate scrolls. That way tamer's wouldn't have waste skill points in magery to gate pets around. They could spend points on other taming skills and become even more unbalanced and uber to the nonlike playstyles.
Well, I personally enjoyed my Sword/Parry/Archer on UOSA. There's several reasons to not play with Magery, the primary one being because you don't have to. I wouldn't care if this never got implemented, but it would be a nice thing for folks that aren't all about the status quo.
