I seem to recall you can use razor for this, but I can't seem to find it.

In arm/dress I targeted a 4th anni jester suit and it shows 1F9F. does that convert to something or wrong place?

Using Razor, go to the Display/Counters tab and click Add. Then click Target and select the item you want to get the hue for. The item's hue will appear in the Color box.

Alternatively, your interior decorator tool has a details button that can give you the item name like you'd find in the database and the item's hue.

If you have the latest Razor update, you can simply type -hue in game
