Checked the main cities on the old lands, couldn't find where everyone is hanging out. Ocollo is full of people macroing in "new" state and britian is pretty empty, no newbie adventurers and merchants about the place. Am I missing something? Where should I be hanging out?
Well, IRC is where the community is. Ocllo is full of newbies training their characters and banks are empty due to some incidents in the past. IRC is where you should be if you are looking for other people.
Playing the game and hanging out at cities are not necessarily the same thing. Occlo will be your best bet for what you seem to be looking for. This 20 year old game is mostly played by old school vets that wouldn't sit at banks, or go on newbie adventures. Being a merchant does seem to work better using forums and IRC vOv

If I can walk up to any bank and strike up a conversation or an item transaction without having to wait an hour; people play the game.
We are playing the game really - We do not hang out in towns or at the bank... Not even the RPers are in town as they are elsewhere
I met 3 people i never talked to yesterday outside of the city. 2 different dungeons and a rune library. You wont really find substantial conversations as much in city as you will outside of it. People use it as a "safe" place to macro their characters and get their plat building up. If you want to find people to talk to in game, going out and advenuring outside city limits are the way to go. People who are actually playing the game are not the ones sitting next to a bank for more than 2 min. The way people communicate on uo has changed over the last 20 years.
Dude there's a bunch of people getting into shenanigans at Occlo bank - yes there's a bunch of people bank sitting too, I just watched Thelax get into a fight, a detective chase down and whack a thief, random gates are popping up that people are hopping and I had a conversation with someone about the mayweather fight....this isn't old UO....there are maybe 400 people actually playing right now, all over Sossaria - like everyone's suggesting - go on IRC and see what's up. It's like a news room....gotta watch to stay current and involved.
Arctic Ogre Lords is a popular spot. Also normal Ogre Lords gets some attention. I, for one, stay hidden while not adventuring especially while the detective Sheepdog mentioned is out there. Give IRC a try. You only need to check in when you want to gather a party to go kill the evil orcs/dragons/tamers.
To review Y: Where is everyone at? U: To socialize with the player base you'll reach a majority of them via IRC Y: I don't want to do that Y: Where is everyone in game? U: Ocllo is the main city due to the young player program. You'll of course find most players in dungeons and what-not. Y: Place is dead! Everyone's macroing. U: The players with finished characters will usually be outside the city guard zones aka, dungeons etc. Y: (still standing in town) OMG WHERE IS EVERYONE? THIS PLACE IS DEAD! Get out of the echo chamber m8... you can join IRC and chat up but if you want to find players in the game it sure as hell isn't always gonna be near a city bank. If the thought of socializing with the player base where we are all at is off putting, I'm not sure how anyone can help you.
I like that detective, he provides a great service for thiefs (like myself) who have successfully stolen something, safely banked it and require you're perma grey status removed.
If you want to meet people my advice as a newish player would be going out of cities and doing stuff. There are players out there doing all sorts of diff things and you will be bound to find some people with the same interests as you. Welcome to UOR !
I always wished there was some game mechanic that would draw people to the inns. I don't know what that mechanic would be, but I'd like it to involve alcohol and drunken bar fights.
I think the old school times of 'hanging out at the bank' are at a pass. These days the conversing typically goes on either via IRC or a group chat such as Discord or TeamSpeak. There are plenty of things to do and people to find, depending on what's going on at the time. I miss the old populated city type of gameplay, but other than Occlo during gaming hours in North America, you may be hard-pressed to find that now a days (not only on UOR, but any other shard I have played in the past ~10 years as well).
