There is no solution. A year or so ago the idea was floated that Chris go get estimates from a coder on different project and let people donate toward what they want fixed. His response was “I’d have to give them the source code though.” So here we are a guy who can’t code the fixes or won’t or doesn’t have the time and then on top of it won’t hire an employee with a contract to do it. We are fucked.
While I don't disagree that there are other avenues for PvP, what @SandyRavage is saying is not incorrect. Factions have been a large part UO PVP for a very long time, and although guild wars can totally be a good time, the Faction system brings in some very unique elements to PvP that can't be replicated via other means. It's important to note that these are not mutually exclusive. The existence of Factions does not prevent newbie guilds from warring each other as you mentioned. It simply allows for some different content that appeals to a large amount of players. I think that is really the underlying issue here - content. I am a rather new player here myself, and I'm also someone who hadn't even thought about UO since probably 2002 until I arrived here in the Spring. From my perspective, there's a nearly endless stream of content to enjoy that's all new to me. However, trying to look at this from the perspective of somebody who has played on this shard since its inception, and who may have actively been playing on other shards previously the existing content may be old hat for them. For somebody's whose primary focus is PvP, Factions is likely the end-game. When I was actively involved in Factions back in OSI, there was pretty much a guarantee that there was large group PvP at nearly any time to hop in or hop out as you see fit. With Factions being effectively non-existent here, large group PvP rarely occurs here outside of valuable IDOCs especially without SOF's roaming squads occasionally stirring up a group of resistance. Although I don't generally appreciate the way @SandyRavage delivers his messages, I do understand the frustration.
I mean at this point the solution IS nothing. Acknowledge that no changes or anything is happening soon. And make a decision, is this how you want to game? At this point challenging each others opinions is getting counter productive. Nobody in here is wrong. No complaining will fix any of the "problems"

I just had a one hour chat with Telamon... all my doubts are gone for now. His overall communication policy definitely sucks, but he promised to write a post very soon. If not, I can share some news and quotes that explain the inactivity. But to sum it up: He is still here and plans to invest time into the UOR project. He didn't seem to be exhausted or uninterested at all. It's rather the opposite, he's coding stuff... I am sure we will get something to read from him sooner than later.
I almost cried the other day when I logged into my faction character. My 30 plus points have dwindled down to 0. I guess that is proof that something has been some sith factions mechanics...lol
