I have never paid attention to what type of cloth random npc's wear. Maybe hired fighters or the npc's asking for an escort can be wearing it?

Yeah I think I might have them all, or the majority. I'm only counting 24 pieces of clothing, not over 100 and I'm fairly certain I own the majority of it too. I'll look when I'm home but some of that stuff is being held for a friend already. I should at least have some to sell.

I didn't want to pick holes in the dudes ability to count... However I'm also a collector of npc hie cloth and understand the time and effort you put into collecting such quantity of a select hue and not forgetting the time to organise it all.
(Mines mostly unsorted and fills many chests)
