if it had 820 hp , hell yes but since it doesnt , it wont be doing max breath. it's worth something to someone who doesnt care im sure say 50k?
To add to what Yz said, its a really solid dragon. Max fire breath isn't much more. Maybe 1 to 2 points damage max, per fire breath. So honestly man, its barely a reduction. 105 dex is really nice, good str, and max int. That's a solid dragon that falls just shy of top tier.
