B/I = 100K = This is the bid increment, if you want to bid higher he wants you to bid in 100k jumps i.e. 350, 450, 550, etc..
B/O = 1 Mill = This equals buyout. to buy it today he wants 1 million gold
48/48 Timing = This is the ending duration, if one bid it ends 24 hours after the last bid. If multiple bids it ends 48 hours after the last bid.

TLDR - the minimum he wants for this dragon is 350,000 gold.
You need to figure out if its worth it or if you want to offer less as no one has bid yet.
