Using/Raising the Cooking skill?

I got stumped trying to figure out how to cook fish steaks, so I read up on how to cook in this game. As far as I can tell, you need to have a frying pan in your backpack and also a heat source close to your character. But I don't think there's a single NPC in the game that sells frying pans... I've checked bakers, farmers, provisioners, tinkers, everyone I could think of. Does anyone know what I'm doing wrong or missing here?
