These items could be seen in the future, they were mainly removed from the BOD reward list because we lacked the time to test them properly early on. They could be seen in one of our seasonal BOD reward changes (and once they are tested properly).
Bumping this... Would just like to point out that these would help in making platemail, wich at this point is freaking hard. Also would help from wasting precious charges on runic hammers since they are limited and take a long time to aquire. :mrgreen:
Patch 38 adjusted the exceptional chance for Platemail Chests and Legs to the correct exceptional creation rate. The problem was that making the item difficulty wise was correct, however the chance to make an exceptional item was incorrect. 1 in 5 crafted items will now be exceptional for these two pieces (for a gm smith). These hammers are still on the road map for addition as part of a larger revamp to BOD rewards. Although I have no ETA on it at the moment.
