So, I have finally mined just about enough iron ingots to start my GM blacksmith journey. My question is, in the current state of UO:R, does mining skill affect your ingot return when smelting crafted items? My mule currently has 0 mining, but I have been mining on another account. Thank you in advance!

No it does not. It only impacts your ability to smelt colored ore items. Return is a flat 50%

So it will be in my best interest to GM mining on my mule before I start working on BODs?

You will want mining on one character. I use a separate miner and organizer agent my failures into a locked down container that the miner smelts from by type

You can smelt iron with zero mining. Colored items requiring the same mining skill as digging up that ore
