Books are not blessed nor are they newbied. Currently a locked down book cannot be accessed at all, neither by guests or a friend/co-owner. This is likely not the proper mechanics for books while locked down, if im not mistaken a book that has been locked down should be able to be opened as read-only, but not edit-able.
That was the mechanic in-era, at least when the launched the Lake Austin server. I nabbed up a house next to the abandoned shrine thingy south of Trinsic and maintained a public library of Ultima lore there for a few months. I, co-owners and friends of the house could edit the books while locked down and others could only read.
