If I place a house tonight for example, could the character that placed it transfer or drop and re-place it without a waiting period like on OSI?

Without a house placement tool, you are kinda forced to take the house where it drops first as you walk it in, unless there is no waiting period and you can just drop and try to move it over.

What are my options if i don't like the original placement?

No waiting period. Immediate replacement is an option. You can also test it on test server.

While I don't use it regularly, one thing I have found that really helps a lot in house placement, is a "treehack", turning every tree or impassable object in the wilderness into a tree stump. It makes it super easy to align the sides of things and count out the tile steps for proper spacing.

Also worth noting, in case you were unaware, house deeds are newbied and will not drop on death if stored in your main pack, unless you are a murderer.
