I am so sorry for the newb question, but where can I find a boat to buy? I know players can make them, but I can't find a player vendor with one for sale. What level Carpentry skill is needed to make one? Can a boat still be bought from an NPC or it has to be a player? Anyone know any player vendors with boats in stock? Thanks for your help.

Small boats can be made with a minimum skill level 77 each of tinkering, carpentry and tailoring. Medium boats require 88 and large boats 100 skill level of those three.
Thank you for getting back to me on that. Another issue I seem to have constantly when I am trying to use my boat with a character that doesn't use magic and thus doesn't use Teleport. I have a heck of a time finding a place to stop the boat where the gangplank matches up with the ground perfectly so that I can seemlessly walk on and off the boat. Am I doing something wrong?
yes. if you have auto run on, you wont get off, (unless you find that spot you were speaking of) if not, keep your cursor close to you as you walk off, so you walk
