    Yew Emporium is always stocked with a ton of them(Vendor next to Barse). Arawn does bulk orders up to 100 and also runs the vendor.

    Simoneau Trade have a vendor, named Kynthia, near the North-West bridge of Vesper, who is dealing only with Empty Potion Kegs. Regular full stock is 125 Empty Potion Kegs.
