NPC Mage Guildmaster

I'm looking for this NPC to join Mage Guildmaster. Do you know where I could find it?

I tried using command "join" in differente mage vendors but it doesn't work.

try with guildmaster (one with staff) and say:"guildmasters name join"

I did using NPCname join but it didn't work. I'll try again. So there's a Guildmaster on each Magic Shop?

2x Click them and bring up their paperdoll. It'll tell you whether they are the guildmaster or not.
