Regarding Forensic Evaluation skill

    During the training of the Forensic Evaluation skill, using it on a player gave feedback that the individual is a thief and a wanted criminal, but after that id, the player still remained blue to me.
    So in what cases the player remains blue, even after they have been id's as being a thief and a criminal?

    That's probably the indication for a perma-grey thief, at a guess. Might be better to run a test outside of town first, but if this is the case, the thief turns grey after you attack.

    You can receive two messages using forensic evaluation on a player:

    1:
    That individual is a thief!

    The thief hasn't stolen anything since his last death and is therefore unable to be attacked.

    2:
    That individual is a thief and a wanted criminal!

    His name will appear blue but after attacking him he will turn grey.
    You may freely attack him in town without getting guard whacked
