Ya you can. Herding works really well for stat gain with this method. Will raise all 3 stars, though str raises fastest.
Yes. that's what i did way back in the day. I got camping/herding to the sweet gain spot (like 20's) and then bought up all skills that i could to 30 range to max 700 points. then i could leave camping/herding in up position and gain stats without worrying about gming and losing the stat gain.

Yeah the grinding can really be mitigated my razor macros at least so you don't have to sit at screen and click each individual skill point! I can do that only on a very chill character that I don't plan on completing any time in the next century. haha.
My system for stats: Buy skills to 700. Camping = Str 80% int 20% (or at least it felt that way for me) Snooping = Dex 100% Spirit Speak = Int 100% Takes ~30 min if you're half paying attention
