npc healers here don't teach helaling. Who then?? What about tacktics, who teaches that ?

NPC healers will train healing up to ~30 skill. Just say <NPC name> train healing

All healers train healing. The problem is that the string variable for what they train is too long to fit in the speech bubble above their head, so you won't see training when you ask them to list their trainable skills. If you check your journal, however, it will be listed there -- its beyond the 3 line limit of speech -- and they will respond to '<name> train healing' regardless.
