Seems like during the first land rush everyone placed a bunch of smalls till they could save up for castles etc and then placed them. Now turtle bay is full of them. Since we had a month to save up for bigger houses and the population of the server hasn't really changed when will the next land rush phase begin so we can have more open options to place bigger houses. The second phase of the land rush will be sometime in November, most likely when all of the Halloween festivities finish up.
