Why are the undead in the newbie dungeon?

And they're beefed up, but the loot isn't.

its true these mobs are harder and the loot is crappy (apart from the free regs when you do finally kill them)

there are a couple of ghost pirates that teleport to you / stealth and attack and drowned zombies other than the normal ghouls and specters.
Don't think I ever saw anyone in there unless they were passing to the Pirates dock

Vampires in there as well.
