It is a Known Bug, that as of right now you can Recall off of a Copy of your Boat Key, so what was once thought of as a safe way to operate/refresh your boat. by using a copy and keeping the original Safely tucked away in your bank or house. is not so safe at this Time!
There has not yet been any progress on this topic. I believe at some point on production servers this was actually made possible, but I am not totally sure if that's true or even when this may have been published. That being said i'm not yet able to confirm if this is actually a bug or not.

Interesting read, thanks for the documentation. This will be fixed. Also to note, it would appear that holding a boat key is not necessary in order to give commands successfully to the tillerman. This is currently how it functions on Renaissance but came up a while ago as a potential bug. Without further documentation on that aspect I would have to assume that what we have is correct.
this might shed some light on subject. For as long as I can remember, you could recall off copy of boat key. Safety, recall to boat, put key in hold of boat, keep original key in bank. The person standing closest to tiller man controls the boat, when all on board do not hold a key in inventory. recalling off the copy is not a bug as far as I can remember. thanks
1. Players are not suppose to be able to create tinker items with Magic Properties. (if you copy a key, you copy the cut of a Key. Not the Magic Propeties) 2. copied Keys have always been used for Safe Boat Operation, Pirates and Thieves could not steal your boat with a Copy, by recalling onto it.
