Gardening that serves no purpose other than providing house decorations seems like a fair thing to add and opens up a new market for house-decorating addicts.. I see people being creative dying cotton balls and using crates and stuff to simulate plants in their homes. It seems fair to do the real thing. Make the nicer plants rarer seed drops maybe, but maybe introduce a seed-vendor that sells the basic stuff. Cove and Magincia seem like good places for that. Campion flowers were neat.
