I do not believe it matters whether the house is public or private. He had a character logged out in place of a house that fell. He logged back in and he was "under" the house but able to open, and loot, whatever he was in reach of.

I've been in this position before as well. After Telamon placed the moat in my fort I was able to log a character into my CY but he was under the moat. Unable to move, unable to mark, but I was able to manipulate anything that was within reach.

On another occasion, I logged into a house that I had sold, I forgot I had this character logged off inside this particular house. The new owner replaced the house with a different foot print. When I logged my character in, I was under the house footprint. I was also able to loot chests in range. I didn't loot anything, although there were things of value, I thought it was cheap... I had to help stuck because the house did not auto boot me, it was a private house, but I was technically logging into the grass under the house.

Phase 1: Place property (Tower if @Ragnar Lothbrok)

Phase 2a: Make property public. Don't change the sign.

Phase 2b: Transfer it to another of your characters. Keys are generated. Doors become lockable.

Phase 2c: Log out character(s) in the house, in a location where you will potentially be behind future table walls, locked internal doors, etc.

Phase 2d: Sell it.

Phase 2e: Allow time for the new unsuspecting owner get settled in.

Phase 3: Profit.

Simple fix for this particular scenario is to make any house transfer automatically reset to a private home.
