Which spells don't need Evaluate Inteligence?

Does EVA counts for opponent resisting spells?

I can use debuff without Evaluate Int? And poison? I thought resistence spell was checked agains eva. Is this correct?

I believe Mind Blast does not rely on Eval Int.
If you're PvMing on a char without Eval, always try mind blast on monsters you're hunting. Many of them will take straight 40 dmg.

Evaluate Intelligence increases spell damage so spells that don't do damage don't need eval.

But it has something to do with resistance of the spell?
