When my wise Mage finishes marking the lands I suspect the UO guildhouse rune library will be the pride of all Sosaria. I'll post an update when construction is completed.
For quick and dirty recalls: Moonglow Arena Library of LesClaypool When searching for something more exotic and bringing time: The huge Cove library of Dalavar.
Inti Jiwana's Victims' library outside Trinsic set up and maintained by @LanDarr is the best in the land!
All these other libraries only honor a single person... This one pays tribute to 100's if not 1,000's of victims.... errr players

I use the one just outside of Cove I think? Awesome deco, easy to navigate. TERRIBLE spots to recall into. Like directly under an ancient wyrm lol
Greatest library ever! All in that one bag....but if I'm missing a quick rune, the sandstone north of moonglow gate has me covered (no idea who owns it but was the first library I found here, thanks!). Otherwise Dalavar's fort gets a visit.
Sometimes this is useful But every dungeon book has runes on both sides of every single floor, so there's bound to be a safe place you can recall to that's near where you want to be. I spent 100k on a Name Change Deed, specifically so I could create the statue on the roof of the Cove Fort Library *without* "Dalavar" on it anywhere.
I'm partial, but KoS has 2 libraries: http://uorforum.com/threads/kos-guild-hall-rune-library.12044/ ( located just SE of Yew Gate...about as convenient as it gets ) http://uorforum.com/threads/rune-library-kos.4711/ ( located at the Yew Crossroads for those that want a bit of seclusion ) Both of these aren't really finished yet, as i've been busy with real life thanks to a tornado.
Stormhold Rune library has recently undergone some upgrades and remodeling! Come check it out. The keep in the center of town. (Stormhold is marked on the world map you can see on website)
I can only agree that the new Libary in Stormhold is very well done. Its my absolute favourite one to use. #2 to Westras, as its always nice to be there #3 goes to KoS, since its an awesome and nice Libary If i still cant find certain spots though, im usualy using Dalavars.

Hah, thanks Nymeros. I'm still doing a lot of construction on the other parts of it, but it has most of my essentials.
