    In my experience novelty increases rarity in this game. I do get it has less functionality than a blessed Runebook though.

    Extremely rare kinda sorta, not really. How rare this hue will be should be soon determined after Scav Evennt and bags are turned off :)

    Remember, Law Abiding Citizens need runebooks that dont drop on death :)
