It's a Glacial Staff. It is dropped from the White Witch.

Technically Speaking. It's hued as a Staff of the Magi,

Which is a newer era, Doom Artifact.

As it's named a glacier staff here, to be Era Compliant (which was really when AOS dropped or rather once the official UOR White CD dropped).
It should be Hued Ice Blue rather than white. Also shouldn't drop on a white witch but on giant ice serpents which were also hued the same color and would be a 1 of 36 drop.

As of 2003, the staves stopped responding to the commands, which was In Corp Del, which would deliver a massive blow to your opponent but would deplete all your mana. An Ex Del would paralyze the victim.
